Rationale
For a common man, it is difficult to know the complete technical requirements expected to be met and on many occasions, it is also impossible to verify all requirements before the product is purchased by them. Unsafe products may lead to hazards to human health, safety, loss of life or damage to property. In this scenario, the only solution available to the customer is to rely upon the third party conformity assessment scheme that the product has been tested and found to conform to a list of standardized parameters determined.
The Compulsory Registration aims at providing third-party assurance of the safety of products to the consumer. Presence of BIS Registration mark, known as Standard Mark, on a product is an assurance of conformity to the specifications as a declaration of self-conformity to Indian Standard by the manufacturer. The manufacturer is permitted to self-certify the registered products after ascertaining its conformity to the Standard. No factory assessment is required, which reduces the time taken for conformity assessment. This scheme is also economical for the manufacturer since it does not involve the payment of marking fee-based on production volumes.
Background
The Electronics Industry is the world’s largest and fastest growing Industry which has increasingly found applications in all sectors of the economy due to which the Government of India accorded high priority to electronics hardware manufacturing. Besides the economic imperative, consumer safety is a major area of focus of the National Policy on Electronics launched by the Government of India (NPE 2012), under which the activity of developing and mandating Standards has been adopted for providing Indian Consumers the right to enjoy world-class quality-compliant goods and to upgrade the competitiveness of domestic manufacturers.
Bureau of Indian Standards had been operating its product certification scheme, which involves factory inspection and subsequent testing of samples. However, this scheme was found to be too time-consuming for electronic products, which have a shorter life cycle due to faster technology upgradation which makes products obsolete within a short time span.
Under the scheme, as on today, more than 49 categories of products are covered. Bureau of Indian Standards operates its Compulsory Registration Scheme (CRS) for the goods notified by the Central Government. As per the Order, no person shall manufacture or store for sale, import, sell or distribute goods which do not conform to the Indian standard specified in the central government notification. Manufacturers of these products are required to apply for registration from the Bureau of Indian Standards (BIS) after getting their product tested from BIS recognized labs. Till date, more than 17000 registration has been granted.
The first Central Government order notifying fifteen categories of electronics goods was issued by Ministry of Electronics & Information Technology (MeitY) on 3 Oct 2012 as “Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012”. Smart Registration
Any certification for smart products need to be fast, simple and efficient. The scheme efficiently caters to the changing technology, innovations, different designs and combination of products by moving the entire end to end process to online system and continually improving upon to ensure compliance to high service time norms and high level of technical scrutiny.
BIS is focusing on continual improvement of service through adoption of technology, reengineering of the process to match with the fast-growing industries. Every day new models are introduced and old models are withdrawn and updating standards to the changing environment based on experience gained from the field. With the help of technology and innovation of process, BIS has started to successfully cater exponential increase in business, achieving reduced cycle-time of registration, keeping the same resources in hand. Constant efforts are made to ensure protection, supervision and effective monitoring of the entire process chain including laboratories.
Smart Registration is not only accessible to users and manufacturers via Website but also available on Mobile App for single click, hassle free and on the go service.
BIS as the only National Standards body focusing on Consumer protection right from 1947 to this day through standardization and conformity assessment is striving to update Indian consumers through information dissemination through various communication mediums and direct interactions. Registration Scheme of Bureau of Indian Standards is the only Smart Self-declaration Scheme in the county to which the customer can rely on.
